I recently came here during my latest playthrough. I, ironically, didn't have a high enough speech to pass the skill check on the first floor, but I had a 9 in luck so I could explore the third floor without fear.

Fossil fuel supposedly is only made from fossils yet there is still undiscovered materials in the universe that "could" provide a fuel source similar to fossil fuel. Our knowledge on how fuel is made is limited by our closed knowledge of Earth and nothing else
The name of the "Delta 9" Rocket is a reference to Delta 9 THC. A very fitting name for a rocket.
I just had a thought after all these hours and all the more and informational videos, how did rob-co or general atomics, or even the government force Sinclair to share what big mountain was creating for him? They could have used quite a lot to turn the tide in their favor; in terms of community survival and retaliation. Though given the enclave, maybe it's for the best they didn't. It's still an intriguing thought.
